For entry to Singapore, you can check the Immigration authority website and/or enquire directly to them via email: http://www.ica.gov.sg/services_centre.aspx?pageid=232&secid=20 For working permits, you can check the Ministry of Manpower website: http://www.mom.gov.sg/publish/momportal/en/communities/work_pass.html Generally you'll have to confirm an employment first before you can apply for a working permit. If you're going to study, you'll have to get admission from a local institute.
