now, where do i have to apply for the certificate. its also been ten years since my father's death. so, is there any time limit to obtain the legal heir certificate?

You will have to get it from India. Talk to a lawyer in India and ask him if he can do it for you. You will have to send him a power of attorney(if not personlly going there) and he will do the rest for you. I do not see that time is problem in this case.
