No you can only get netflix on your xbox if you have a netflix.com account. To get one you have to live in the US I think they are considering making an account just for instant so other countries can get it on the xbox so if you email them and let them know you would be interested then thats one more vote for you to get it. the only way you can get movies right now is to buy MS points and do the whole pay per view thing. sorry dude.
